DO NOT USE 2017 MATERIALS/ENROLLMENT FORMS AFTER NOVEMBER 30
As you continue your marketing efforts this fall, remember that 2017 marketing materials, such as pre-enrollment kits including enrollment forms, cannot be used after November 30, 2017. Please destroy any 2017 materials you may have on December 1. Brokers can use only 2018 marketing materials beginning December 1, 2017.
The 2017 Blue MedicareRxSM (PDP) and the 2017 Blue Medicare Advantage online enrollment forms will not be available after November 30. Beginning December 1, all enrollments and changes must be made using the 2018 online, paper-to-online, fax or overnight process for applications.
New Bill Allows Brokers to Charge Fees
On Tuesday, May 2, 2017, Governor Doug Ducey signed into law HB 2279, which relates to fees brokers may charge for services.
HB 2279 (Chapter 251) amends ARS §20-465 (Fees; insurance producers; definition), which regulates fees that are not included in a premium. As introduced, the bill was limited to property and casualty brokers. It was amended, however, to apply to a broader range of brokers, including health insurance.
The bill allows insurance producers to charge a fee or service charge in connection with an insurance transaction if:
- The fee or service charge and the specific services for which it is charged are disclosed and agreed to in writing by the insured; and
- The amount of the fee or service charge is reasonably related to the cost of the service rendered and does not duplicate or increase any fee or service charge included in the insurer’s rate filing
Producers are prohibited from charging fees in connection with life, annuity, long-term care or Medicare supplement insurance. In addition, this does not apply to insurance producers transacting commercial insurance, the definition of which can be found in the text of the bill, which can be viewed here.
HB 2279 will go into effect on Wednesday, August 9, 2017.

CMS Medicare Star Surveys are underway
In March, April and May, your Medicare clients may be asked to participate in the Consumer Assessment of Healthcare Providers and Systems survey (CAHPS), the Health Outcomes survey (HOS), or both. These surveys ask members questions about their physical and mental health, and healthcare they received from their health plan and providers.
Survey results help us find out what we’re doing well and areas we can improve.

Medicare.gov pricing tool now displays SilverScript’s updated 2017 PDP formularies
Did you know that the first update window available after the prescription drug plan formularies are approved in August does not appear on Medicare.gov until late March?
Pricing files are updated every two weeks but formulary changes occur just once a month starting in late March and continuing through October. The updates from each monthly formulary submission window, if they are approved by CMS, appear on Medicare.gov in the following month (for example, updates submitted in May appear in June).
We encourage you to use the Medicare.gov pricing tool or the SilverScript Agent Portal pricing tool when preparing estimates and analyses for your clients.
A partial list of drugs added to our 2017 plan year formularies can be found below. Be certain to check the drug pricing tools and/or formulary documents to confirm medication coverage details such as strength, form, dose, and any restrictions like prior authorization, quantity limits, step therapy requirements, Medicare Part B vs Part D restrictions, etc.
